Accessing Library Materials Policy
The Vigo County Public Library acquires through purchase, gift, license, or interlibrary loan, a wide variety of informational and recreational resources. The public may freely access those resources which include, but are not necessarily limited to, books, magazines, serial publications, newspapers, maps, brochures, audiotapes, videotapes, compact discs, digital video discs, CD-ROMS (computer software), games, puzzles, toys, archival collections, web based information databases, and the vast resources of the Internet.
Most of the above mentioned library materials are loaned directly to any person holding a valid library borrowers card. Materials such as those housed in the Reference and Special Collections and Archives departments are available on-site for use at the Main Library and are not available for direct loan. Web based information databases are available to those persons utilizing a computer and modem. Information databases not offering direct license to off-site patrons are available on computers at the Main Library and the four branch facilities.
A person's right to use the public library is not denied or abridged because of origin, age, background, or views. All resources are available at no charge to the user; however, loan policies and time constraints are imposed and materials borrowed must be returned in good condition and in a timely manner. If a library user abuses the borrowing privilege, those privileges may be suspended and collection agency or damage fees assessed.
Access to information and the recorded wisdom and experience of others has long been held a requirement for achieving personal equality and for improving the quality of life and thought in daily activities and relationships with others. All library resources should be provided for the interest, information, and enlightenment of all people in the community the library serves. Library materials are not excluded because of the origin, background, or views of those contributing to their creation. All points of view on current and historical issues are presented, insofar as possible, with a wide diversity of views and expressions available. No materials will be proscribed or removed because of partisan or doctrinal disapproval. The Vigo County Public Library will challenge censorship in the fulfillment of its responsibility to provide information and enlightenment.
The Vigo County Public Library's responsibility to provide materials for young people is crucial to its overall mission. To provide the depth and range of materials for young and inquiring minds, the Vigo County Public Library makes all of its library resources available to young people with the exception of adult entertainment videos. The role of parents in assisting their children to select materials that meet a child's interest and age level cannot be over emphasized, as the library staff does not act in the place of a parent. Library materials housed in the Young Peoples Library or the Young Peoples sections in branch libraries are selected by youth service librarians with the specific needs of children in mind and contain library materials appropriate for early childhood through intermediate grades to middle school. Parents are also encouraged to suggest materials for inclusion in the Young Peoples collection to aid staff in providing a balance on various topics. Parents have the right to restrict borrowing privileges to the materials in the Young Peoples Library at the Main Library and the four branch facilities by requesting this service. The Vigo County Public Library welcomes suggestions and comments from the public concerning the Library's collections and investigates and responds to all inquiries and comments regarding library materials.
